Do you mind if Ned uses his Various Steemit inc upvotes even if it cuts everyone else's rewards, as long as the price goes up to offset this from due to new users and investors ?

Even if all of Ned's combined accounts were around half the total powered up steempower, Should Ned use his steemit inc account upvotes to give out a larger amount of substantial upvotes to new users? With the approaching @blocktrades hardfork to steem allowing for a Dpoll based worker proposal system that will take 10% from the 52% in the Author Reward pool, aprox a 20% decrease in funds given out directly to authors of posts and so I wonder if people care oor will even notice, or if a subsequent steem price increase could offset it so much that no one even notices. , I want to see how steem users feels about Ned spending or using his upvotes and if people are for it, against it, or if people think the price is too low for users to notice.
