Now the age of minors who will have a conflict with the law will be held responsible even if they are only twelve years of age in the Philippines.
But it doesn't mean that they will be incarcerated along with other criminals in a regular prison if they would commit crimes but instead they will be put in a reform institution to correct their ways and mindset in order for them not to break the law after they are disciplined by the government via institutionalizing them temporarily.
The law just means they will be arrested when they commit crimes other than just letting them go again and continue to commit crimes again.
