Without a strong user base Steem cannot progress. It's price may only increase if Steem has more users?

Recently, I powered up and now I have 85 SP but, I still not have enough Resource Credit to make a much impression on this platform. I am still not able to write many posts and make comments or replies on your posts because my RC is too low. If this is the condition of a user holding 85 SP, then what else one can say about a new user who don't have more than 15 SP. Steem price is dipping continuously and Steem's position is declining simultaneously as well, especially after HF20 in which RC was first introduced. Low price for activities on steem will encourage new users and it will also allow them to interact more here which will eventually increase the value of Steem as it will become popular among the masses. Without a strong userbase Steem cannot progress. It's price may only increase if Steem has more users. What is your opinion?
