Not powering up is not the same as not believing in Steem. But it does give you more influence, more possibilities to invest, a bigger vote, and stuff like that.
One might use his or her STEEM to buy SteemMonsters cards, which is part of the ecosystem. Believing in SteemMonsters is a way of believing in Steem.
Others might use STEEM to buy into various tribe tokens they like. Also on Steem, kinda...
Or you might be waiting for something to happen, like HF21. Like I was doing before I purchased some STEEM and powered up.
Or you might sell it for fiat. Leecher! :P
