Should Steemit use the power of petitions to try and get community consensus on the changes we'd like to see rather than 'committees' ?

I like petitions. I think they are a much simpler and cleaner way to express opinion and changes than a multitude of non-inclusive committees and endless meetings and discussions. As a non-techy, it would appear this would not be too difficult a DApp to achieve and already having the brilliant @dpoll at our disposal would compliment a community led democratic process without discord. It could be used for both internal and external issues. @emrebeyler if we ask nicely could you create this for us please? Please give your answer with your thoughts, I love reading other's opinions.
