Poll On The Fund Allocation Of Decentralized Hive Fund

When SPS first cam to be, I was calling it one of the greatest things to happen to STEEM blockchain. My main argument was what this type of funding has accomplished with blockchains like Dash, PIVX and even Bitshares. I find the current state of DHF to be disappointing. Take a quick look at what is available to fund the blockchain:

A quick calculation shows that the current proposal system is only spending 2,435 HBD per day. That is roughly $888,775 USD which is tiny. Even at the currently low HIVE prices, we have over 5,000 HBD per day available in funding.

The Question

How much of the available funding should we be utilizing? Currently we are at a 46% of the daily fund. @openseed created by the ex-steemit developers has gone mostly inactive and @dapplr is not getting any funding either. These should be priority supports for the HIVE community.

All we get from not utilizing 100% of the daily fund is having more money to fund projects on a later date. The question is how much of the fund should we be using to fund what is available for funding now vs having the chance to throw more money at some future project that may or may not appear on DHF.
